In Kyle’s case, the EO, Ethics Officer, Matteo Rosetti, whom I know, did not choose to “Handle” as there were no steps with the program to “handle.” The E0, by evidence, decided to have Tom “Disconnect” (move Kyle out). Per HCOB 10 Sept 1983, PTSness and Disconnection. 

Example: A PC is connected to a person or group that has been declared suppressive by HCO in a published ethics order. He should disconnect and, if he wants to inform the SP of the fact, he may write a letter of disconnection.”

If Kyle was being considered an Enemy/SP, Tom may have taken matters into his own hands or others and possibly expedited the disconnection by having “a hand” in his demise, since Tom Brennan stated in his answer filed in this case that his son died as a result of suicide or homicide.

The main reason the List of Actions included ordering Thomas Brennan to move his son out of the apartment and “Handle” him. This behavior and actions are so Brennan can secure his future in the church, which, per “KSW Policy {Keep Scientology Working}, guarantees his spiritual freedom for an eternity. It also protects his auditor, Denise Miscavige Gentile

Defining a Suppressive Person in Scientology

The term is often applied to those whom the Church of Scientology perceives as its enemies, i.e., those whose “disastrous” and “suppressive” acts are said to impede the progress of individual Scientologists or the Scientology movement.

One of the reasons Scientology doctrines portray Suppressive Persons as such a danger is that they are supposed to make people around them become Potential Trouble Sources (abbreviated PTS). Scientology defines PTS as “a person who is in some way connected to and being adversely affected by a suppressive person. Such a person is called a potential trouble source because they can cause a lot of trouble to themselves and others.
